Proposed PRO Housing Grant Application Review

15-Day Public Comment Period and Public Hearing

In accordance with the federal Notice of Funding Opportunity FR-6800-N-98, FY24 Pathways to Removing Obstacles to Housing (PRO Housing), section VI.D.4., this notice serves to inform that the City of Reno is making its PRO Housing application draft available for public review and comment. This document is a requirement for direct financial assistance under the Department of Housing and Urban Development (HUD) FY24 Pathways to Removing Obstacles to Housing (PRO Housing) Grant.

Public Comment Period: The grant application draft will be available for a 15-day public review and comment period beginning Friday, September 27, 2024. Written or verbal comments must be received by 5:00 pm on Monday, October 14, 2024. The PRO Housing grant application is available on the City of Reno website at https://www.reno.gov/government/departments/housing-neighborhood-development/reports-plans-and-grants or by contacting the Housing and Neighborhood Development Department at 775-691-1965 or email fisherc@reno.gov.

Public Hearings: The City of Reno will hold a public hearing at One East First Street, Reno, NV 89501 City Hall 12th Floor Conference Room:

PUBLIC NOTICE

Notice of 15-Day Public Comment Period, Public Hearing, and
2023-2024 Consolidated Annual Performance and Evaluation Report (CAPER)

The City of Reno will conduct a public hearing to discuss the 2023-2024 Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER describes how the grant funds expended from July 1, 2023 to June 30, 2024 helped carry out the objectives, strategies, and activities outlined in the City’s 2023 Annual Action Plan (AAP). The AAP identifies how Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG), and Emergency Solutions Grant (ESG) funds will be used.  As a condition of these grants, The City of Reno must provide HUD an annual CAPER on or before September 28, 2024. 

A 15-day public comment period will begin Wednesday, September 11, 2024. Written comments must be received by 5:00 pm on Thursday, September 26, 2024.

A public hearing will be held on Wednesday, September 25, 2024 at 10:00 A.M. before the Reno City Council in the Council Chambers of Reno City Hall at 1 East First Street.

Federal Grant Funds

The reports below provide information on the needs, goals, and plans for the use of HOME funds, Community Development Block Grants (CDBG), and Emergency Solutions Grant funds. 

HOME Investment Partnership Program

The Washoe County HOME Consortium receives federal funds through the HOME Investment Partnership Program. These funds are used to assist with the development of transitional and permanent affordable housing through the Affordable Housing Municipal Loan Program.

Community Development Block Grant (CDBG) Program

The City of Reno receives funding through the federal CDBG program. The funds must be used to:

  • Benefit low- and moderate-income persons
  • Prevent or eliminate slums or blight
  • Meet other urgent community development needs

Reno has traditionally used the funds to:

  • Expand affordable housing and economic opportunities
  • Revitalize neighborhoods
  • Improve community facilities and services

CDBG Subcommittee

A subcommittee of the Reno City Council makes recommendations about the annual action plan and allocation of CDBG funds. The public is welcome to attend these subcommittee meetings.
