Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment, and contracting opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods.
Section 3 applies to certain U.S. Department of Housing and Urban Development (HUD) funded Housing and Community Development projects that complete housing rehabilitation, housing construction, and other public construction. The City of Reno requires Section 3 compliance for construction projects utilizing more than $50,000 in HUD funds from the City of Reno or the Washoe County HOME Consortium. The two most common HUD funds that are used for Section 3 eligible projects include Community Development Block Grants (CDBG) and the HOME Investment Partnerships Program.
The City of Reno maintains a list of Section 3 Residents and Section 3 Business Concerns and distributes this information to contractors requiring Section 3 compliance. Interested individuals or businesses can apply for Section 3 status by completing the relevant application below.
