HAND facilitates the development and maintenance of safe, sanitary, affordable housing and provides homeownership opportunities for low to moderate income residents and the elimination of slum and blight in the community by preserving housing stock and upgrading existing public facilities; assists businesses in creating and retaining jobs through economic assistance, and provides funds to assist service providers in the community. The division is responsible for management, program development, implementation and compliance with all applicable regulations of three grants from the U.S. Department of Housing and Urban Development (HUD):
