Fred’s public and private experiences help him to see the bigger picture - the needs of both business and government when it comes to the City doing its job well.

As Community Development Director, Fred is set on making sure staff is customer focused whether they are building inspectors and code officers in the field or business license and building technicians at the front counter. The customer is the common denominator.

Fred was previously the interim City Manager/Community Development Director for the City of Fernley and the Planning Manager for the City of Reno. He has also been a business owner and consultant.

Fred is working towards a new business model for the City’s Community Development Department that is more efficient and transparent. His past accomplishments include closing a structural deficit in the City of Fernley water bond debt through a citywide assessment, during the height of the recession. He worked with the Black Rock Arts Foundation (BRAF) in preparing an Our Town Grant and accepted a National Endowment for the Arts (NEA) Our Town Grant, in the amount $75,000. BRAF is using the funds to develop and install big art in the small Nevada town of Fernley to promote arts-led economic and civic development. This was the first rural Nevada grant award for BRAF.

Fred received his Bachelor of Arts degree in Economics from the University of Nevada, Reno, and a Master of Public Administration degree from the University of Nevada, Las Vegas.
